The European collective agreement applies to federal employees of the Economics and Social Sciences (EC) group. We are negotiating the agreement with the Labour Council of Canada, which is covered by the Federal Public Sector Labour Relations Act. PSAC expects the Phoenix Treasury Board to pay general damages (the US$2,500 package) within the 180-day agreement. In addition, information on how current and former members who have suffered heavy losses from the Phoenix payroll system can claim additional compensation will be provided by the Treasury Board in the coming months. We will continue to urge the government to implement these regulations effectively. If persons in management or confidentiality positions are employed in a professional category and at the professional level under a collective agreement and their rates of pay have not been set by the tax office, they are paid at the rates of pay set in the collective agreement. I have just received a copy of a TBS memo confirming the above notes (it is november 7, 2019, but the effective date is July 31, 2019). It appears that the unrepresented PE group (mainly HR consultants) is now being treated as ESCs for the purposes of its terms of employment. In the past, they were treated as if they were covered by the PA agreement.

At the same time, the government agreed with PSAC on an interim agreement to compensate employees for damage caused by the Phoenix compensation system and the late implementation of the 2014 collective agreements. If this compensation agreement is approved, this compensation agreement will apply to the 140,000 PSAC members paid by the Phoenix payment system. Members of the Education and Library Science (EB), Operations Services (SV) and PSAC-UTE (Canada Revenue Agency) groups have also recently ratified their interim agreements. PSAC is working with the Treasury Board to finalize the text and schedules of the new agreements and expects the new contracts to be signed in the coming weeks. The contracting parties acknowledge that the extension of these clauses is without prejudice or unprecedented and that the parties are in no way related to a particular position that they might wish to occupy in overtime, transfer and/or liquidation of vacation leave or compensation in cash or with wage issues during a rate cycle. 17.01 The deadlines set in this proceeding may be extended by mutual agreement between the employer and the worker and, if necessary, the representative of the Union. The formal signing of the agreements now implies the entry into force of new contractual conditions, with the exception of retroactive monetary provisions.
The Ministry of Finance now has 180 days to implement wage increases, wage adjustments and allowances. As explained in the contract ratification kits, PSAC negotiated a lump sum payment of $500 for members of these new contracts, as this expanded implementation plan, which is normally 90 days, is in place. In 2017, the Federal Industrial Relations and Employment Commission decided that civilian members of the RCMP should be considered public service employees under the ESS classification, who work essentially similarly to those of EC officials. Under the EC agreement in relation to the Fisheries RELATIVE Agreement: the last agreement was signed in August 2019 and is valid until 21 June 2022.
